You can do it yourself.

Put your doc in kde-i18n/templates/docs/others, and don't forget to put a 
pointer in kde-i18n/template/README.others, so we know whom to contact in 
case of a problem. If your doc spans over several docbook files, just have 
them start with the same prefix. That should be all.

If you don't mind, just wait after KDE 3.1 is tagged to do that. In any case 
it's too short a delay now to translate it before 3.1, isn't it? ;-)
