Anyone with a CVS account should be able to log in with the email address in kde-common/accounts and you will then have the rights to close/reassign/edit bugs. You should also find a "users" link at the bottom of your screen where you can give these same rights to other users, if you'd like to enable some of your team members to be able to operate on the bugs.
