Yes it will.  The problem at present is that since nearly all the handling of
the translations is automated, the original applications need two things:

1: A particular directory structure, so that all files looked for by the
scripts that do the work are in the correct place
2: The program maintainers need to adjust their build setup so that messages
and documents are installed into the right place.  That lets users add a new
language from kde-i18n and get the messages installed into the right place.

It's pretty hard for the maintainers to set up (2) until (1) is done, and we
have plans to fix (1) but it is a major rearrangement to the sources, needs
testing, and I don't expect it will be done for 3.1.

I think we can revisit this soon after 3.1 is released, and have it fixed in
HEAD so that for 3.2, everything is working as expected.
