Currently we're over 93% for kdebase and around 85%

The reason for requesting this to create more
awareness among potential new users/volunteers. 

Also this is the reason for requesting to add a
sentence on Tamil beign the first Indic Langauge. This
will just provide a incentive to other Indic languages
to get the current issues in QT/KDE fixed in a shorter
time!!!
It's really a sad situation, that more than a billion
users are left without local langauge computing in
2002.
