??? If I understand your question right: KDE, no matter which version, is
based on QT.

For Lao however, you may need to hack Qt. But if I remember right, you are
able to type in using your Lao keyboard, even if only under certain
circumstances. So that could be a sign that Qt supports Lao. I think your
problem might be a combination of font and layout problem. But the first look
at your layout didn't reveal any special problems to me. (I am not an X
expert.)
