Yes, but not inside the message string. The comment is inserted on a line 
by itself, prefixed with a #

# Comments on the translation
#: main.cpp:30
msgid "Hello"
msgstr "Hallo"

In KBabel, there is a comment field (upper right) where you can insert such 
comments. (Leave the technical comments like '#: main.cpp:30' or '#, 
cformat' alone, and create new lines.)
