Right, my mistake, two different meanings of "packaging" :)

As for the "getting it onto the CDs" kind of packaging: my understanding of 
the discussed procedure on the launchpad page is that there will be a list of 
suggested applications and the Edubuntu community can the vote on them.
The ranking will probably also affect which CD it is getting on, but this is a 
purely personal speculation.
