There is a tutorial about SVN on the KDE Developers Page:
http://developer.kde.org/documentation/tutorials/subversion/
Basically, you need:
1. an account (send a polite mail mail to sysadmin@office.kde.org and ask for
one)
2. ask for access to the directory in /trunk/KDE/playground/KFET
(maybe KFET would be better since it will clearly be a KDE version of your FET
program and most KDE applications stick to the tradition of having a K
somewhere in the name)
3. get a subversion client (should be available for your distribution)
