I would guess that in most cases it would suffice to just add a "doxyfile" to
CVS and a "make apidox" target to the app (which is quite easy).

For kdelibs this isn't practical since it takes more than an hour to generate
the docs and then they're quite large; however for most apps in kdeedu I
can't imagine that it would take more than 1 minute to generate them.
