Here is the debian bug report that was referred to. http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=198499 I think you should contact Ben Burton, the person who wrote the mail that I quoted, to discuss this. If the star data catalogs you distribute are available under the public domain, as you say, then it is no problem to relicense them under the GPL, and the whole item is indeed a non-issue. So this probably all amounts to a misunderstanding, and I think you should contact Ben Burton as soon as possible, to clear it up before he removes kstars from the debian packages.
