KDE 3.1 as a whole requires Qt 3.1.

If people are building edu from CVS newer than KDE_3_0_BRANCH, this is a 
hard requirement.

If it is for their own use, and not being packaged, they are of course 
allowed to change the configure.in.in line accordingly, but there's no 
guarantee that it will work or even build.
