For translating KDE apps KBabel is the way to go (kdesdk)

The Linguist is part of the QT release as is the designer. (in the tools dir) 
but it is for Qt apps. For KDE apps, better use KBabel.

For the docs, we use our own conversion tool: meinproc.
"meinproc" converts your "KDE compliant" .docbook-file to a set of HTML files 
using our own .xsl, providing the KDE look and feel.
