Yupp, sad but true, but even I am lacking time for that atm...

You just perfectly defined the capabilities of an ideal theme manager :). I
just don't understand exactly what you mean by behaviour? Double vs.
Singleclick? Mouse Click Delay?

By now, you can define each one in a theme format (except for fonts, but you
can easily extend kcmfonts to accept "font themes"). All it would need is
merging the look and feel modules one by one very carefully.
