Hi Darren,

First, kde-edu doesn't seem to be the place to ask a question like this.  You 
would probably get better help on kde-devel or kde-cafe.  Those are more 
general mailing lists.  This one (not surprisingly) tends to be for 
educational software discussions, which unless I misunderstand you, what you 
mention would be a "utility" rather than educational.

Also, I really don't know anything about it, other than it exists, but I know 
SevenCs makes a Qt based (non-free) program for ship navigation.  Again, I 
can't be really helpful about it, but it's out there.
