I just know something has to be there, but I don't know the
requirements yet.  Currently I use vaguely sensible file names that
don't necessarily refer to the exact locations of the files intended.

For DocBook files, you can take for the given FPI the file name
"http://www.docbook.org/xml/4.1/calstblx.dtd" (or the more recent
versions e.g. http://www.docbook.org/xml/4.1.2/calstblx.dtd).  That'll
do fine, and is even informative (if you have an internet connection,
the parser might go off and look up the DTD there - that's what nsgmls
does if given the chance).  The XML DocBook DTD probably contains
those references already.

I want to use a similar solution for the KDE DTDs, only have I not
decided yet where to put the things (preferably on the documentation
server, but i18n.kde.org would do too).  Currently, I use as file name
the path below kdelibs/ksgmltools/customization.
