Hi Andrew,

the help files for khelpcenter or for docs.kde.org are written in docbook 
format and then processed to html or pdf format.

An example of a documentation in docbook we are currently working on you find 
here:

Afaik no one is using a special software to write docbooks, any text editor 
(for me Kate with XML-Modul) works fine.

But you don't need to deal with docbook format to review, proofread, correct 
or write kde documentation, plain text format is fine. 
We can markup that to docbook quickly.
