One LaTeX Expert said that this way of using description would simple be a 
'misuse' of description.
\item[foo] insists on having some text afterwards.

The best solution to get to the next line would be
\item[foo] \leavevmode

One the other hand - is [foo] just a heading ? In this case \minisec{foo} 
would be a solution, but without the whole description environment.
