If there is a function() that can be called to do the same, KLocale should 
probably call that, or, KApplication should call it based on information 
provided by KLocale.

If there is no such function(), Qt should add one :-)

In that case you might, as a workaround, want to have a look at KCmdLineArgs 
and add "-reverse" to the Qt command line arguments when some environment 
variable is set. This variable could then be set from one of the kcm_init 
modules in the same fashion that the "style" module currently sets "QT_XFT" 
based on a flag in some KDE config file.
