That's for security reasons. As the kppp backend is running setuid root an
ordinary user shouldn't be allowed to read from or write to any arbritary
device.
Edit devices.h and recompile if you want to add a new device permantly. If
the needed change is generic enough to be be useful for others, tell me
what has to be added.
A nice solution would be an admin tool usable only by root but I currently
lack the time to do that.

I admit that I have no idea what devfs is so I can't comment on this :}
