I've got the same problem. https-proxy did never work in KDE 2.x.y -
especially if there are two different proxy's for http and https.

Last I reported it at 30.7.01 here in kde-devel, and at 8.8.01 to
bugs.kde.org (#30428). It seems to be a very resistent bug - there's no
change since todays actual kde_2_2_branch.
