One thing already specified in the core protocol is the UrgencyHint bit
of WM_HINTS property. It can be set via XSetWMHints(3).

The taskbar could reflect it's presence in a similiar way to the
Windows taskbar, by blinking the taskbar button to attract attention.

On Windows, applications such as mIRC attract the user's attention when
their name is mentioned in the channel etc. and other applications do
this when there's an error requiring the user's attention.

The bit should be unset by kwin as soon as the window is focused.
