What you are describing isn't "the problem"... it's the proper behavior now.  
David changed kdesktop some weeks ago to use Name instead of the filename.  
There are now two ways to rename a desktop icon:

1) Use the RMB->Rename item
2) Change the Name field in the props dialog

So with that in mind, can you try the following?

1) Apply the patch
2) Make sure you are using a non-English language desktop
3) Right click on a desktop icon and select Rename
4) Rename it to something else

Did it work?
