One option I was thinking of was to have ktip do
dcop kicker KButton showMenu
The first tip could say:
"Welcome to KDE. You can use the 'K' menu to find your way around. It's
open in the bottom left of the screen." (well, better text than that ;)
And then if they close ktip or go the the next tip:
dcop kicker KButton hideMenu
