Ignore,

I had to go into to kcontrol move the bar and all worked again. So it was 
like some other things I have found. installing KDE2.2 and using config files 
that I have in my ~/.kde for kde2.1.2 just don't always work quite correctly 
until you fiddle with them and save again.
