You need to *patch* theme.mappings - see instructions at 
http://kde2.newmail.ru/themes_install.html

This problem was present in KDE 2.2alhpa2, but AFAIK it is fixed in CVS.
(I run 2.2a2)

Latest known min.patch - use just 3 lines for MaximizeDown, Sticky, and 
UnSticky actions from that file (theme.mappings, link to it on that page as 
well).
