Hmm, well, you're right. Thought it's a page on the web you're linking with.

I just tried opening a local html file with a link using the "Create a new 
link to application" menu entry. But when clicking on this link, Konqueror 
says:
"KDEInit can't start '/home/roland/KDesktop/cvs.html'." So you are right, the 
only possible linking method is using an URL link.
