Definately, <embed> and <object> elements fail with relative heights (see 
#27403). I hva no idea whether 100% is supposed to mean the browser window's 
height if the document is shorter than that or if 1 (resp. 0 pixels) is 
actually correct. Quite some sites seem to use this :(
