Yes. Run cvs up -d, or even better -dP (to also prune empty dirs). CVS has a 
pretty good help btw. Type cvs up --help to see cvs up related help for 
example.

You may want to put these options in you ~/.cvsrc file. I don't know if mine 
is perfect, but it works pretty well for me:

martijn@cartman:~ > cat .cvsrc
-z3
diff -b -u -p
update -dP
checkout -P
