in kdebase/kcontrol/kdedb there is a configure.in.in that checks the
existence of kdb/kdb.h and libkdbcore.la in the proper places. If both are
found, then the module is compiled. The code was there long before kdedb was
compiled by default, and it never caused problems. You probably have some old
headers and libraries around.
Same applies to kioslave/sql.
