Yes, it should.

It only makes sense in kicker if you are about to change it afterwards. 

For toolbar buttons it makes sense if you have multiple toolbars. E.g. in 
kword I can imagine that you make your own toolbar out of the many toolbars 
available, with those actions that you often use.
