First, I would want to make absolute SURE that having your menu first
is worth violating the style guide.  The UI standards file is setup to
ensure that all KDE applications follow it unless they have a very
good reason not to.  So, if your application does have a File->New,
then it should *always* be first.

Now if your File->New *is* an action menu, you can always use it
there.  KActionMenu is an action, so just make sure that it's called
'file_new' and you're set.

If you have a KStdAction::fileNew in addition to your KActionMenu,
then I *strongly* recommend that you don't break the style guide just
to have it first... but if you still want to, yes, you'll have to use
"noMerge"
