I have also looked at optimizing KDE startup performance,
but on my machine (a dual P3-450) time is spent in very
different places than on your machine.

My times are from starting KDE after it has already
been started once, otherwise "Starting System Services"
and "Initializing Peripherals" take significantly more time.

The huge differences in some of these times suggest
to me that there might be a problem with your configuration.
Perhaps KDE is trying to contact a DNS-server for
hostname lookup and times out.
Especially the huge amount of time spent in "Setting up
interprocess communication", which does not do much
more than starting dcopserver, seems to indicate something
like that.

Something else you might try is measure how fast dynamic
linking is on your machine - do something like
"time ldd -r `which konqueror`" to measure this - I don't know
why this should be particularily slow on your machine, but it
would explain your bizarre performance behaviour.
(KDE uses kdeinit to avoid dynamically linking applications
with all the kdelibs when they are started, linking is done once
at KDE startup).
