While it can be unblocked with Ctrl-Q, this is not the kernel SysRq. The magic SysRq key is activated by holding Alt, the SysRq (print screen on many keyboards) key, and a letter key. A very useful one is Alt-SysRq-(sequence of S U B) which syncs the root partition, remounts it read-only, and then reboots the system. Great way to reboot a computer that is badly locked.
