I can see what you mean in some ways...but I think there are many 
specialised applications included with KDE. For example in kdenetwork 
there is keystone and knewsticker. Also in kdeutils there is khexdit 
and khexedit; both very specialised tools.

I feel that KWebStat could be of some use to the typical networked KDE 
user. It has already been quite popular and may be a shame if left out.

If the general opinion is not to include it, that is fine. Just airing 
my humble opinion. :-)
