The 2.1 API is available on http://developer.kde.org too. Just replace
the 0 with a 1 in the URL. Is there a missing link somewhere ?

You can also get a tarball from
ftp://ftp.kde.com/pub/devel/kdeapidocs/kdeapidoc.tar.bz2

and you can even come back to that directory later to apply 
daily diffs :)
