Please check with which options you start artsd.

artsd -F 10 -S 4096 

should work fine.
And of course you need a fast cpu for decoding.
the mp3 decoder knows about vbr files, its
not a fault of noatun,...

If you want to check, if the decoder works with
the vbrs, you can use the non-artsd commandline
player yaf-splay.

If you want to check if the decoder works with
artsd you can use the commandlinetool mpeglibartsplay
