I think the problem is that /usr/info/dir exists, and is blank.  So
when I ask for info:/dir I get:

   This (the Directory node) gives a menu of major topics.
   Typing "q" exits, "?" lists all Info commands, "d" returns here,
   "h" gives a primer for first-timers,
   "mEmacs<Return>" visits the Emacs manual, etc.
 
   In Emacs, you can click mouse button 2 on a menu item or cross reference
   to select it.

We should do the same as xemacs.  We should traverse all info paths
and synthesize the menu.  In each info directory on the path there may
or may not be a node called "dir".  If dir exists then use it.
Otherwise generate the listing automatically.  Concatenate all the
listings from all the directories on the path.

BTW, I also have /usr/share/info/dir, and it is *not* blank, but is
being ignored.
