Well there is Killustrator, but have you seen Sketch?  It's a vector paint 
program written in Python, I'm really impressed with it, sketch.sourceforge.net

If a basic cell and tweening engine could be written that could be applied 
to various applications, that might do it.  There is also that new 3d 
modeling program k3studio.sourceforge.net that is really impressive, I 
think they have animation in there, that might be the thing to look 
at.  The easiest way of course is to store the first frame, and then store 
the deltas of each frame after, it's not the most effecient, but it is 
pretty simple to do.
