I don't think so... I have the same problem under Mandrake with non-ilatin1
characters. The common menues throughout Mandrake are encoded in iso-8859-2
(in my case), which makes the K-menu and the KControl tree crazy... OTOH, if
I recode them to UTF-8, they show up screwed under other WM's. 
Hmm...

What is the .desktop standard saying about encoding, IMHO this should be
common to all desktop environments (I always thought it was UTF-8, but
apparently isn't)
