How about a kioslave to this:

From the root, all directories are "Categories".
Inside each category, all directories are keywords.
The file name is... a file name ;-)

Let's call that "the concept tree".

So 

concept://personal/family/sister/photo.jpg

Is a file containing personal information, and it's called "photo.jpg",
and it matches the keywords family and sister.

The order of keywords would be irrelevant, so family/sister would be the
same as sister/family, and it would be trivial to find all things that
match a keyword.

Implementation: just save all files into a sort of eternal cache, and keep
them indexed by categories and keywords.

Should be simple :-)
