I wasn't sure what it was either. I went to Freshmeat and it says:

BitKeeper is a fully distributed source management system, supporting globally 
distributed development, disconnected operation, change sets, and named lines 
of development (branches). It's based on the BitMover version of SCCS, known as 
BitSCCS.

The question I have is how it could improve development of KDE?
