We use and develop it on the systems at hand. If you (being included in
"we") have a HP-UX box handy and want KDE to run on it than it seems
natural to me that you just got a new job: Maintaining KDE on
HP-UX. ;-) And it's quite clear that KDE is better maintained on those
platforms available to the majority of developers/users. That's the
reason why it doesn't run on (my) Alphas (running Linux) as well as it
runs on Linux/Intel. 

Nobody excludes any Unix flavour from KDE (well, I would know a good
candidate but I better don't air it ;-) but it needs developers/uers
actually developing/running KDE on those platforms. This is a
freeware project and the developers ain't going to buy every
possible Unix platform each.

I'm pretty sure you will get as much help as possible from those who
are familiar with libtool in depth (I'm not). If you want to run KDE
on HP-UX (and I agree that that would be great) you better get involved
in KDE more deeply (you already started well ;-) and get in touch
with those wizards. There is no other way!
