Sure it is. Just add an extra field to kcontrol/colors, let kwin read this 
and set QPalette of the client windows accordingly.

It currently defaults to the KDE-wide background color. See kwin/options.cpp: 
Options::colorGroup(). You probably need to change

setBackgroundColor( colorGroup().background() ); 

in kwin/client.cpp to 

setBackgroundMode( PaletteBackground );

And maybe need to change something in Client::activeChange()
