It is not configurable yet. You should not worry about the order. It is
controlled from kdialgobase (and fixed at the moment). The order is
{Help,Default,User3,User2,User1,Ok,Apply|Try,Cancel|Close},

I would say no, but that is perhaps because I am more used the layout order 
in kdialogbase :) We will never be able to reach 100% agreement here I think.
