$ make cvs-clean
make -f ./admin/Makefile.common cvs-clean

you don't have a toplevel CVS directory.
You most certainly didn't use cvs to get these sources.
But this function depends on cvs's informations.
make[1]: *** [cvs-clean] Error 1
make[1]: Leaving directory `/Fw/home/roli/Download/kde2/kdelibs'
make: *** [cvs-clean] Error 2      

Where do I need to put my cvsup-file?
