This has been puzzling me too.
am_edit says:
      my %type_hash =
        (
         'action' => 'actions',
         'app' => 'apps',
         'device' => 'devices',
         'filesys' => 'filesystems',
         'mime' => 'mimetypes'
        ); 
so no wonder it doesn't know toolbar.

Either Stephan is wrong and you should use action,
or he is right and somebody should add toolbar above.
In fact it's only an organisational problem - icons are found
whichever subdir they are in, now, afaik.
