they've made no announcement about going open source, though they 
have said that under a particular set of circumstances, strictly 
controlled by sun, they will make the source available to people in 
their developer network. in short -- no open source.

though they'd be wise to make their file format spec available, 
because interoperability is what will keep staroffice from being a 
niche product.
