First of all kscd is a different story, its unrelated to aRts. Systemsounds
are not ported yet to aRts.

However, what should work is

mpg123 -s somefile.mp3 | artscat
artsplay /path/to/some/wav.wav
artscontrol
kaiman --skin car-preset
