Yes. This is intentional. That way you can handle 'activation of
service' in one central place unrelated to whether the process was just
started or whether the process was already running.
A typical applications processes the passed command line arguments and
opens these arguments as document. 'newInstance()' is the right place
to handle such things. If 'newInstance' wouldn't be called for the
first instance you would have to duplicate this code in 'main()'.
That's undesired.
