I agree to this for one simple reason: When cycling through the dialog via
Tab and entering some data, you have your hands on the keyboard. It's
simpler to press Shift-F1 than moving your hand to grab the mouse, move
the pointer to the ?-icon and press it.
And in dialogs where many options are set via mouse the ?-button in the
titlebar is a convenient help.
